Azure or AWS or Google Cloud… you pay only for the services which you use for particular period. Whether it can be compute or storage or database, you can create the service any time, use it and delete it. If you scale it, the charges will be applied proportionately.
Pricing varies service to service. E.g. For Data Factory, Azure charges near to nothing to create/update data pipelines and other objects. Only execution (pipeline run) is charged. Whereas for VM there is fixed cost per hour whether you use it or not. For Storage, charges are for capacity + read/write/list operations. This calculator helps us to know approximate cost of services which are planning to use.
